MA Endangered Missing - Justice Rose Brown
Two-year-old Justice Rose Brown is another child kidnapped by a parent. Just days ago 7-year-old Reigh Roosevelt was allegedly kidnapped by her non-custodial father in the Boston area - that abduction prompted a statewide Amber Alert to be activated in Massachusetts. Reigh and her father were last spotted in Grant Central Station in New York City.
There is no Amber Alert activated at this time for Justice Rose because police believe her father has taken her to New York. Massachusetts authorities are trying to get New York authorities to activate the Amber Alert. I am trying to figure out the time line of the abduction. News articles state she was abducted Wednesday night from Memorial Drive in Chicopee. However, the poster from the National Center for Missing and Exploited Children states the last time seen Justice was at her school. I wouldn't think she would be at her school at night. I don't suppose that detail is important; it is a bit confusing to me. According to police, Justice's father, 43-year-old Joel K. Brown, has a history of violence and there is an order of protection filed against him. I don't understand why police waited long enough for Joel Brown to escape their jurisdiction before deciding it was too late to activate the Amber Alert. The person writing the story about the abduction on wbztv.com tried to explain why the Amber Alert was not activated in this case:
State police must adhere to strict criteria in order for an Amber Alert to be issues. One, the child must be under 18 years old. Two, there must be an indication that the child is in imminent danger of bodily injury or death. And three, there must be enough descriptive information in order for the public to be alerted.
Justice's abduction fits criteria number one - she is two-years-old Justice's abduction fits criteria number two - she is with a man who has a history of violence and there is an order of protection in place. Justice's abduction fits criteria number three - there is a description of the vehicle, a description of the father and a description of Justice, including pictures. I am struggling with this because on Monday when the Amber Alert was activated for Reigh Roosevelt the circumstances of that case did not strictly fit the Amber Alert criteria. In fact, it was quite a few hours until the Amber Alert site had a picture up of the abductor. There has been no history of violence mentioned regarding Clark Roosevelt. The only thing mentioned is that he is pretty much an ass. What separates these two cases is money. I read today that when the Roosevelt family lived in New Hampshire prior to their divorce, one of the neighbors was a US Senator.
Justice Rose Brown is a 2-year-old Black female with brown eyes and black hair. She is 3 feet tall and weighs 33 pounds. When last seen she was wearing a white "Las Vegas Guardian Angel" shirt, red shorts and purple sandals. Joel K. Brown is a 43-year-old Black male with black hair and brown eyes.
Joel Brown is 6'2" tall and weighs approximately 180 pounds. It is believed Joel Brown is driving towards New York in a black or dark blue four-door Chevy Cobalt with Florida license plates.
July 31, 2008 - 3:30p.m. PST: I found a news article today that clarifies some of the questions I have regarding the abduction of Justice Rose. Apparently Joel Brown abducted Justice from her daycare center at approximately 5:30p.m. yesterday. The name of the daycare is Arbors Daycare Center and it is located at 999 Memorial Drive in Chicopee.
Police were called to the parking lot of the daycare center on a domestic violence call. However, by the time police arrived Brown had fled with his daughter.
According to news accounts Joel and Robin Brown are estranged and there was no formal custody order in place at the time of the abduction. Today Robin Brown received a temporary custody order from Probate Court in Massachusetts. Robin Brown moved with her daughter to Chicopee from North Carolina about 6 months ago.
Police have been in contact with Joel Brown by telephone a couple of times today but have been unable to determine his location. It is believed he is headed to North Carolina, possibly the Goldsboro area.
An warrant was issued today for reckless endangerment and assault and battery for Joel Brown. The Hampden County District Attorney's Office indicated they will prosecute Joel Brown when he is apprehended. At this point the focus is continuing to investigate the case and bring Justice back to her mother safe and sound.
Police do not believe Justice Rose is in any immediate danger. I suppose that is why there is still no Amber Alert activated. Perhaps North Carolina authorities will activate the alert.

And on another note, Reigh Roosevelt is getting front page news on some papers. The newest headline I saw was her father may have cut her hair.
August 1, 2008 - 2a.m. PST: Finally an Amber Alert has been issued for Justice Rose Brown. The Amber Alert is for North Carolina - Statewide. However, the contact agency is still the Chicopee, MA Police Department at 1 (413) 592-6341. Justice Rose is allergic to nuts and possibly other foods and she needs to have an epi-pen with her at all times. Justice also takes daily medication that she has been without since the abduction. Authorities say that Joel may not understand the seriousness of his daughter's condition. She may be in need of medical attention when she is found.
It is believed at this point Joel has taken his daughter to the area of Smithfield or Goldsboro, NC.
There is also an update on the vehicle. The vehicle description is a Dark/Black Ford F150 SuperCrew Cab Harley Edition with NC plate 1LUVNR or Dark Chevrolet with NC license plate R858L.
Anyone having information regarding the whereabouts of Joel and Justice Brown, please call the above named agency or 911.
I am glad the Amber Alert has finally been activated.
10:30a.m. PST: The North Carolina Amber Alert activated earlier today has been canceled after Joel Brown turned himself into North Carolina authorities this morning and is in custody. Justice Rose is safe. Her mother flew to North Carolina Thursday evening and is expected to reunite with her daughter sometime today.
As for Joel Brown. Well, he faces charges in Massachusetts of reckless endangerment, domestic assault and battery, and parental kidnapping.

On another note, the mother of missing 7-year-old Reigh Rockefeller has put a public plea on YouTube to her ex-husband asking him to please return their child. The local news affiliate here in Southern California ran the story. What caught my attention at first was the lead-in used by the station. They called the story "Society Kidnapping". And they say there is no formula in the MSM for whether a story will run or not run.
Anyway, authorities now believe Clark Rockefeller may have dyed his hair an "orangey blonde" and may have cut Reigh's hair so she will look like a boy.
